HDC launched its first online and bid proposal submission portal in the Maldives at the beginning of the year 2022 – HDC Bid Portal. With HDC Bid Portal, we’ve taken a significant step toward transparency and sustainability—making the bidding process clearer, fairer, and more efficient, just as we have aimed for from the very beginning.
This platform not only promotes transparency but also streamlines the entire bidding process with HDC, making it easier even for first time bidders. Every step in the platform is clearly outlined, with a user-friendly approach. The platform offers a sustainable and hassle-free method for proposal submission, completely eliminating the need for manual, paper-based bidding significantly reduces waste— supporting HDC’s commitment to sustainability and aligning with the UN Sustainable Development Goals, particularly SDG 12: Responsible Consumption and Production.
Having outlined the key reasons behind our transition from a manual to an online platform, let us now explore some of the challenges associated with the manual bidding process. Each of HDC’s events required significant time and resources which proved to be exhausting. When the required number of bidding forms were not received by the deadline, it resulted in unallocated plots, ultimately delaying the overall allocation process and impacting the Corporation’s revenue targets. The manual process allowed only one-time bid submissions, excluding the opportunity for dynamic participation. Furthermore, there was uncertainty regarding the plots acquired. Plot selection occurred after bid submission, prioritizing the highest bidders. This process left bidders uncertain about which plot they would secure, leading to dissatisfaction, potential cancellations, and delays in reallocation. The requirement for physical presence, either by the bidder or their power of attorney, caused delays in reaching the designated space for bidding, with some bidders being disqualified due to power of attorneys being unable to attend or deliver the right documents.
With the introduction of HDC’s bid portal, these issues have now been resolved. Bidders now have the flexibility to submit their proposals anytime and from anywhere. The platform allows for real-time adjustments to bids, paving way for dynamic participation. The digital nature of the platform significantly reduces resource consumption and time expenditure. All transactions are securely logged, ensuring transparency and providing a clear record of the entire process. The dedicated compliance teams within the corporation play a crucial role in ensuring the confidentiality and security of both the bidders and the overall HDC Bid Portal.
