Yacht Marina & Cruise Terminal Development: RFP Queries and Answers (18th April 2016)

1)      Noted that the peninsula of reclaimed land is the only land available for the tender.

The peninsula of the reclaimed land is designated as the yacht marina and cruise terminal island.

2)      What is the height of the bridge for access into the Marina Basin? Large Super and Mega Yachts will need to pass underneath the bridge.

The height of the bridge for access into the Marina Basin is 14 meters, but it is subject to change in official designs. Super and Mega Yachts can access from the far end Cruise Terminal and Yacht Marina Island.

3)      Point 2.1.2 in the RFP: Does oversight of rates and charges levied mean that HDC will have full control over our pricing and charges?

Point 2.1.2 in the RFP means that HDC will only oversee the rates and charges levied, however, the developer will have the full control and autonomy in setting their own pricing strategies.

4)      Point 2.2.3 in the RFP: Port Due on Vessels Fee of USD 15 per 10 GT, what is this per day, per visit? Per visit

The Port Due on Vessels Fee is a one-off charge payable per visit.

 

Land:

Term of lease extension to either 50 years or 99 years

We understand that you have left the lease term at 25 years.

The initial lease period will be 25 years. However the winning bidder will be given the 1st option to

Renew the contract for an additional 25 years.

2)      Autocad drawing of marina and cruise terminal land

AutoCAD drawing of marina and cruise terminal land has been uploaded to HDC website on 14th April 2016.

3)      Breakdown of infrastructure and utilities to be provided by HDC to the developer

  1. Ie: Drainage, Sewage, Water, Electricity, Roads, etc.

The utility connections will be provided only up to the entrance of the yacht marina and cruise terminal island. 

Noted that the developer will need to perform the Landscaping and Maintenance

The developer will be responsible for landscaping and maintenance of the yacht marina and cruise Terminal Island.

4)      Floor plan of reclaimed land for plot areas

  1. The files uploaded to your website are inadequate for our Bid

The developments for the specified components in the RFP for the yacht marina and cruise Terminal Island and their specific plots are left for the developer to propose to their most viable locations.

5)      Are there any restrictions on the land?

  1. Ie: 4 floor height restriction.

The floor height restrictions are as stated in the Appendix 1 of the first set of queries and answers.

  1. Use Restrictions / Zoning. Can the land be developed for any other commercial ventures than the cruise terminal and marina.

The land should only be used for the development of the stated marina and cruise terminal along with relevant commercial and support facilities as given in Clause 6 of the RFP.

6)      Topographical Study

The Topography Study is ongoing, and the land is flat, hence, there will not be a significant variation from the Topography Study.

7)     Soil Survey of the reclaimed land

Soil Survey of the reclaimed land has not been completed yet.

  1. How many years until the land is considered settled and ready for development?
  2. As an example, Sentosa Cove in Singapore took 10 years for the reclaimed land to settle.

The reclaimed land is already compacted for settlement of soil and construction can start immediately.
